Our Story
Shen-Paco Industries, Inc. is a non-profit community-based agency. We provide vocational, developmental, educational, rehabilitative, and residential services to adults with disabilities in Shenandoah, Page and surrounding counties. Individual training programs are developed, and employment opportunities are made available to people whose physical or mental impairments limit their full participation in the competitive labor market or for whom competitive employment opportunities do not presently exist.
Shen-Paco Industries, Inc. was established in 1974 as the Shenandoah County Sheltered Workshop, Inc. In 1975 the name was changed to Shen-Paco Industries, Inc. At that time, adults from both Shenandoah and Page Counties were served at one facility located in New Market, VA. In 1984, a second facility was opened in the basement of the Dollar Store in Luray, to better serve adults with disabilities in Page County. In 1991, a new facility was built in Quicksburg, Virginia, replacing the New Market location. In 1996 Hurricane Fran hit our communities and especially the Town of Luray. The flooding along the main street was up the street signs, causing us to lose everything. Temporarily, the individuals were bused to Quicksburg to work until July 1999, when a new, larger facility was opened in Page County to replace the previous one. In 2017, because of new state regulations, Shen-Paco transitioned to primarily becoming a day program.
In August of 2010 Helens Haven (our first group home) was established in Stanley, Virginia. Helens Haven can provide a home for up to four residents.
In March of 2015, Kennedy House was established in Mt. Jackson, Virginia. Kennedy House is a Group Home which can provide a home for up to three residents. In January 2024 Kennedy House was moved to New Market.
In January 2018, Moyers Manor was established in New Market, Virginia. Moyers Manor is a Group Home which can provide a home for up to four residents.

To provide an array of services to individuals with disabilities on a person-centered basis, focusing on independent skill enhancement within a day support, community, and residential-based setting.
